Arthur Baker is a research assistant for CGD Europe. Before joining CGD, he worked with Innovations for Poverty Action (IPA) and Evidence Action, running large scale randomised evaluations in Sierra Leone and Kenya. As a senior research associate and later the research coordinator for IPA Sierra Leone, Baker managed several projects, including studies on primary and general election debates in Sierra Leone, and an evaluation of Ebola recovery work in Sierra Leone, Liberia, and Guinea. He also developed new projects and worked on capacity building. He has a BAEcon Politics degree from the University of Manchester and a Graduate Certificate in Economics from Birkbeck University.
